MARPOL Annex VI requires details of fuel oil that is delivered to and used on-board a ship to be recorded on a Bunker Delivery Note. It should be accompanied by a representative sample of the fuel, solely to be used for determination of compliance with MARPOL Annex VI. The quantity must not be less than 400 ml and it must be retained for a minimum of 12 months.

The exact number depends on the final destination of the samples. It is recommended that five samples are obtained from the delivery.

The distribution of the samples being:

MARPOL sample
Supplier’s sample
Vessel’s own retained sample
Onboard analysis sample
Sample for independent analysis

The full cubitainer should be placed in the pourer box and thoroughly shaken to ensure that the contents are well mixed. Attach the pourer spout and gradually transfer the contents into the sample bottles, filling each a little at a time. If more than one cubitainer was used during bunkering, then transfer a portion of both into each of the bottles. Complete the document labels and attach one to each sample bottle.

IMO Resolution MEPC 182 (59) – 2009 Guidelines for the sampling of fuel oil for determination of compliance with the revised MARPOL Annex VI requires sample bottles to have a tamper proof security seal with a unique means of identification and that the label must contain the following information:

Location at which, and the method by which, the sample was drawn;
Date of commencement of delivery;
Name of bunker tanker/bunker installation;
Name and IMO number of the receiving ship;
Signatures and names of the supplier’s representative and the ship’s representative;
Details of seal identification; and
Bunker grade.

To facilitate cross-reference details of the seal, identification can also be recorded on the Bunker Delivery Note.

Flat pack shipping cartons are provided for the safe transportation of fuel samples. Always use IATA approved cartons to avoid delays and damage in transit.
